The founder of the collection is Jonas Obstas (Jan Obst, 1875–1941), Polish journalist who worked in St. Petersburg, later in Vilnius, publisher of the newspaper “Dziennik Wileński” in 1912–1915, collector of old manuscripts and documents.

The collection was received in 1940 from the then State Wroblewski Library (the present-day Wroblewski Library of the Lithuanian Academy of Sciences).

The founders of the collection are Antanas Okuličius the Elder (Antoni Okulicz, 1769–1852), regent of the Radziwiłł land estate commission in Ukmergė County in the first half of the 19th century and owner of the Latavėnai estate; his son  Antanas Okuličius (Antoni Okulicz, 1834–1871), artillery captain; Mykolas Okuličius (Michał Okulicz and his younger brother Kazimieras Okuličius (Kazimierz Okulicz), Polish journalist.

The collection was acquired in 1950 from the library of the then Kaunas State University, to which the documents were handed over in 1934 by biologist Jurgis Elisonas.

The founder of the collection is Steponas Raimundas Olšauskas (1892–1959), one of the first meteorologists in Lithuanian, monitoring network developer, founder of numerous meteorological institutions, one of the earliest and most active pioneers of scientific climatology in Lithuania.

The collection was acquired from Steponas Raimundas Olšauskas’ granddaughter Marija Chomskienė in 2018.
